DeSalvo appears to be staying on, for now, at ONC

DeSalvo
To paraphrase Mark Twain, news of Dr. Karen DeSalvo's departure from the top job at the Office of the National Coordinator has been somewhat exaggerated.
Last week, HHS Secretary Sylvia Mathews Burwell appointed DeSalvo to become acting assistant secretary of health, effective immediately, to head up public health matters, including HHS' Ebola response efforts. Lisa Lewis, who served as the ONC's chief operating officer, was named as acting national coordinator.

Nash Health Care's Ken Kilmer: Use ICD-10 testing to avoid chaos
October 28, 2014 | By Dan Bowman
For Ken Kilmer, ICD-10 project manager at Rocky Mount, North Carolina-based Nash Health Care System, conducting a weeklong mock ICD-10 transition earlier this month was all about avoiding chaos in 2015.
"The goal for this plan was to make sure that we knew what to do the night of activation, so that even if in the next year we had some staff turnover and there were some new people coming in that needed to do these tasks, we had enough detail in our plan that they would know how to execute the work that needs to be done," Kilmer told FierceHealthIT. "It was a real opportunity for us to make sure we don't have a lot of discord when we make that transition for real a year from now."

Defining ICD-10 “readiness”
How payers and providers should prepare for the transition
October 27, 2014 By Ryan McDermitt
When Congress voted in March to push back the ICD-10 deadline to at least Oct. 1, 2015, emotions were mixed from payers and providers across the industry. With the 2014 deadline in mind, a WEDI survey in late 2013 revealed that 80% of providers would not be ready to begin testing efforts before the deadline. Also, nearly 40 percent of payer respondents said they’d failed to complete their impact assessments. Now with the delay pushed back to 2015, payers and providers need to take advantage of this extra time, instead of relaxing their compliance efforts and staging another mad scramble next year.
Let’s examine healthcare’s past readiness for this transition to see what steps to take for 2015. The payer side of the industry was 12 to 24 months ahead of the provider side in engagement, planning and remediation for ICD-10. Additionally, the majority of payers were on track for ICD-10 remediation when the second delay was announced. In late January 2014 at the Edifecs Healthcare Mandate Summit, evidence was seen that providers – particularly larger integrated care-delivery organizations – were beginning to close the readiness gap. As the delay was announced, payers were starting to perform collaborative testing with forward-thinking trading partners, including providers. In fact, some providers were also requesting testing with payers.

With ICD-10 still looming and value-based payments and penalties on the horizon, U.S. hospitals need strategies to tackle the “triple threat” of financial, operational and clinical challenges these transitions present. Summit Health implemented an end-to-end clinical documentation improvement process to address all three main challenges holistically.

New York City and a contracting company are accused of a massive Medicaid fraud scheme relying on automated software.
Federal prosecutors are suing New York City and Computer Sciences Corporation (CSC) for tens of millions of dollars in alleged Medicaid fraud stemming from a five-year effort to bilk the agency out of reimbursements for young children who benefited from the program. The office of Preet Bharara, the US District Attorney for the region covering the city, has accused CSC and the Department of Health and Mental Hygiene of switching diagnosis codes, falsifying claims, and circumventing reimbursement policies in order to collect unauthorized funds.
“As alleged, CSC and the City created computer programs that systematically, and fraudulently, altered billing data in order to get paid by Medicaid as quickly as possible and as much as possible,” Bharara said in a public statement. “Billing frauds like those alleged undermine the integrity of public healthcare programs like Medicaid. All public healthcare program participants, whether they are healthcare providers, localities like the City, or contractors like CSC, should understand that they must comply with the applicable billing rules.”
